It's really bad designed. It took us about 12 to 16 hours to add english this way. The german language variables are still slightly more than the english language variables. But I don't know which are not there. According to the Information, that imported language variables are not linked to the plugin, this difference between the languages will grow in the future if we remove plugins.
The language files do (and can) not contain the ID of the package they belong to. This isn't feasible from the technical side. They only contain instructions to add variables. So when you extract a language file afterwards and import it, the language variables are simply assigned to the WCF because they cannot know the ID of the package in your installation.
But they could be matched with existing packages using the package notation every language variable has.

You have to import every language file in every subdirectory. The language files for wcf.conversation are found in conversation package for example.

Yes that's the only way I know to add new languages. Why should they get connected to a framework instead of the plugin?

They can't know if there is anythink like copyright laws in your country. It's only a sample text you have to check and possibly change if you want to use it.
WoltLab can't speak for every country in the world. So check if there is something like copyright in your country and edit the text to match it.

Ages? You can set the permissions for the forum (category) the forums are in.
If I give ALL ACCESS to a user group then i have to go into every forum and change the permissions for that group, because ALL ACCESS gives a bit too much freedom.
You could give the user group the permissions they need in most of the forums and set only the permissions that are designated for special forums with forum permissions. Maybe a forum for the team or some special user groups.
