Is there a plugin for Woltlab that will automatically install and renew a free SSL certificate from Let's Encrypt?

No, because that's a thing the webserver should do, and not an application running on the webserver. Therefore, it should be done by the host.
Some hosts don't offer Let's Encrypt support, they want to sell SSL certificates.
There are already plugins/addons that do this for other platforms, like Wordpress and Prestashop. You can keep paying for your SSL cert if you want.
There is no plugin.

You CANNOT solve this on an application level, because the SSL connection is negotiated on the webserver level before the request even gets passed on to the actual application. The SSL certificate is entirely handled by the webserver, the application cannot get involved in this process.
If your host rips you off for SSL certificates that offer zero value over Let's Encrypt, then it's time to consider moving to a host that doesn't rub you the wrong way.
I'm using this plugin with my Wordpress site and it works fine https://wordpress.org/plugins/auto-install-free-ssl/
It uses the cPanel-API and not some kind of magic.
Whatever it uses I like it. Can a plugin like that be developed for Woltlab?
I doubt, that this will be done by WoltLab. If you need it, you may have to find someone, developing it exclusively for you. At least for the reason, that cPanel isn't used that much in Europe.
So you think it can be developed, good. Anyone interested in doing it? I'd pay for such a plugin and I think many others would too.

Simply open a ticket and maybe woltlab itself will develop for you personally?
Well Alexander saw this post and replied so the ball is in their court.
If you use cPanel, Let's Encrypt is already provided through an official plugin: https://documentation.cpanel.net/display/CKB/Th…+Encrypt+Plugin. There is also the thread https://community.letsencrypt.org/t/installing-c…osting/99227/16 which (according to a comment of the SEO) explains that they had signed an exclusive contract with Comodo that bans all other certs from automated deployment, effectively keeping Let's Encrypt out so that they can sell their certificates instead.
Did you knew that our WoltLab Cloud comes with free SSL?

The point of the Wordpress plugin that I referenced, is that it generates the SSL cert automatically, and renews it automatically via a cron job. I don't understand the resistance here to such a plugin for Woltlab. A lot of users will find it useful I'm sure.
The WSC is not doing any server administration. CPanel or whatever does this. So it's the job of your server administration tool or yours and not the job of every single site you're hosting.
I wouldn't find it useful. I'm using LE certs too, but that kind of plug-in would be completely useless for me since I'm managing my server by hand.
The free SSL cert from Let's Encrypt is only good for 90 days. You may enjoy server administration. I'd rather not have to remember to renew the SSL cert every 90 days before it expires and go through the process every time. Especially with multiple sites. That's the point of the plugin, it does everything automatically.

It might be that switching hosts is cheaper than having the plugin developed

I'm not sure what you think I'm doing all the time. I'm generating a certificate for a domain once and won't touch it again since it gets renewed automatically.
If CPanel isn't able to do so, you might want to setup that manually or look for another tool.

Paying $5 a year for an SSL cert is cheaper than anything. It's not about the money, it's the principle of it. $5 is not worth my time posting this thread, but I'm still doing it.

The plugin is the tool. Namecheap doesn't have Let's Encrypt support. I'm otherwise happy with Namecheap hosting.
