Good question Moonclamp, I'd like to know the answer to that too.
I think the answer will likely be no, though, as there doesn't seem to be a option in the ACP for this.
Well, the menu item will be shown only when you have access to the linked page. So if you doesn't have access to the Plugin-Store for example, the Menu Item will be shown neither.
So yes it is possible, simple change the group settings for guests.

Does this work in reverse though? Like if you want guests to see a link but there's no point in members seeing it?
Password reset is one example I can think of.

Of course. Simply state that guest should see it, registered members not. Be aware of everyone, they should also be disabled for that info.

For external links you could add the links directly in the menu template with a condition so only certain groups or users can see it
If I create a menu item called "settings" for account management, it's still visible for guests.
There's nowhere to set permissions in the page admin, and therefore clicking it returns a "no permission" message.
