Looking for a developer who could make a plugin that allows users to submit their twitch username and if approved the system will poll each x minutes if they're online and if so show them on a streamers page.

SoftCreatR and Cyperghost might help you with that.
SoftCreatR did an Twitch.tv login module in the past and Cyperghost made an Twitch.tv BBCode for embedding streams into posts, etc.

The advantage of my Twitch login plugin is, that people can connect their forum account with Twitch and you'll get the Twitch user id which you could use to achieve what you are looking for.

I'm working on it, but I think I need the time to the final release, learning WoltLab's Concepts by creating easier plugins with a focus on a specific part. (for example CacheBuilder, Cronjobs..., Event-Managment)
At the end, I (hopefully) be able to write this plugin in a very good way.

Sweet, I currently use an seperate script to get the user fields and then check each minute if they're online on twitch and change a value in the DB so the website shows it. But its anything but favorable.
Xenforo had a huge success with its youtube and twitch plugins. Hopefully we can find that on here one day to.

We actually have other great things that xF doesn't have. I am pretty sure some of the developers will take care of it. If not, it may be a great challenge for me to finally get into WCF development.

I would be very interested in this plugin. I had actually made my own small plugin for Wordpress/BBpress. I used the Twitch API to embed the user's twitch stream/chat inside their profile. All the user had to do was fill out their twitch name inside of their profile and it would automatically call it into their public profile.
I had planned to expand it and had a test page up before I decided to move away from Wordpress as a platform. The page I set up also used the twitch API and it would call in all users who had filled out their twitch profile field into one page. I had planned on adding a rating system so that my community members could leave comments/rate that streamer inside of my website apart from Twitch. It was very similar to the Xenforo plugin but a little different.
Would love to see this for Woltlab.

This is my IPS beta site and this is using their built in database to make a streamer page that pulls in the video and chat. What I like about it, is I can set the record so that people can rate it or comment on it - separate from the streamer's control. I'd like something similar for Woltlab.

Grischabock has something like this on his site developed by SoftCreatR. I'm sure he'll answer all your questions and what is possible with his system.

As already pointed out by JayOnRails the plugin developed by SoftCreatR might be able to do that.
But this will not be published on woltlab.com pluginstore, as he nowadays only published those plugins on his own website
Lets wait and see what he will be able to tell us about the features.
