I've really set the permission so only Administrators and Members group can post a new thread, reply to a thread and so on, but I have found that unregistered members can still open threads, and post, so I need to know what's wrong with it? or what's wrong I have done?

Did you considered the user group "everyone"?

I have added only 2 groups to it "Administrators and Members".

As long as the user groups "Everyone" or "Registered users" have the general permission to post something, they can. So you specifically have to deny them in a forum to post something if the generally should be allowed to post something.

in admin, choose Forums>Show Forums.
Select the forum you wish to edit and then select the tab, Permissions for users and groups
in the "Add" window, type Guests, then click the Add button.Now, select Guests in the list and the Permissions for Guests window will expand.
Here is where you can choose what a non-registered user is allowed to do. I choose to allow them to read and view threads, but not to post or otherwise participate in any way other than reading.
Repeat these steps as necessary to block out non-registered users from all of your forums.
You may also wish to add specific permissions for Registered Users.
